트럼프, "미국이 직면한 가장 심각한 도전은 사회주의 망령"

도널드 트럼프 미국 대통령은 24일(현지시간) 북한 비핵화를 촉구했다. 트럼프 대통령은 “북한은 엄청난 잠재력으로 가득하지만 비핵화를 해야만 한다”고 강조했다.

트럼프 대통령은 이날 미국 뉴욕 유엔본부에서 열린 유엔총회 연설에서 “오늘날 미국의 가장 가까운 친구들을 많은 국가들은 한때 우리의 가장 강력한 적들이었다”며 “미국은 항구적인 적을 믿지 않는다. 우리는 적이 아니라 파트너를 원한다”고 했다.

이어 “미국은 전쟁은 누구나 일으킬 수 있지만 오직 가장 용기 있는 사람만이 평화를 선택할 수 있다”며 “이런 이유로 우리는 한반도에서 과감한 외교를 추구해왔다”고 설명했다.

트럼프 대통령은 “나는 김정은에게 내가 진심으로 믿는 바를 말해왔다”며 “이란처럼 북한은 엄청난 잠재력으로 가득하지만 이를 실현하기 위해서 북한은 비핵화를 해야만 한다(That like Iran his country is full of tremendous untapped potential. But to realize that promise North Korea must denuclearize)”고 밝혔다.

트럼프 대통령은 “세계를 향한 우리의 메시지는 분명하다”며 “미국의 목표는 존속하는 것이며 미국의 목표는 화합이다. 그리고 미국의 목표는 끝이 없는 전쟁을 받아들이지 않는 것”이라고 했다.

앞서 트럼프 대통령은 취임 첫 해인 2017년 유엔총회 연설에서 북한이 무모한 핵무기 개발과 탄도미사일 개발을 이어간다면 미국은 북한을 완전히 파괴하는 것 외에 선택이 없다고 경고했다.

그러나 지난해 6월 싱가포르에서 사상 첫 미북 정상회담을 가진 후 2018년 유엔총회에서는 김정은의 용기에 감사한다고 말했다.

한편 트럼프 대통령은 이날 연설에서 사회주의에 대한 경계도 강조했다.

트럼프 대통령은 “현재 미국이 직면한 가장 심각한 도전들 가운데 하나는 사회주의의 망령”이라며 “이는 국가와 사회를 파괴한다”고 말했다. 그는 “베네수엘라 사태는 우리에게 사회주의와 공산주의는 정의가 아님을 상기시킨다”며 “이는 평등에 관한 것도 아니며 가난한 사람들의 지위를 높이는 것도 아니며 분명히 국가에 선(善)이 되지 않는다”고 했다.

트럼프 대통령은 “사회주의와 공산주의는 오직 지배계층의 권력을 위한 것”이라며 “오늘 나는 미국에서 말했던 메시지를 전 세계를 향해 반복한다. 미국은 절대로 사회주의 국가가 되지 않을 것”이라고 강조했다.

그는 “지난 세기 사회주의와 공산주의는 1억 명의 사람들을 죽였다”며 “슬프게도 우리가 베네수엘라에서 보고 있는 것처럼 인명피해는 계속되고 있다”고 했다.

트럼프 대통령은 “현대 기술과 결합된 이러한 전체주의 이데올로기들은 새롭고 혼란스러운 형태의 압박과 지배를 가하는 권력을 가지고 있다”며 “이러한 이유로 미국은 우리의 데이터와 안전을 보호하기 위해 외국의 기술과 투자를 더 잘 검열하기 위한 조치들을 취하고 있다”고 했다. 이어 “우리는 모든 나라의 대통령들도 똑같이 하기를 촉구한다”고 덧붙였다.

트럼프 대통령은 “자유와 민주주의는 국내외에서 끊임없이 보호되고 지켜져야 한다”며 “우리는 복종과 지배를 원하는 자들에 대해 항상 회의적이어야 한다. 심지어 자유세계에서조차 자유에 대한 경고 사인과 새로운 도전들을 볼 수 있다”고 했다.

...Many of the America’s closest friends today were once our greatest foes. The United States has never believed in permanent enemies. We want partners not adversaries. America knows that well anyone can make war. Only the most courageous can choose peace. For the same reason we have pursued bold diplomacy on the Korea Peninsula. I have told Kim Jong-un what I truly believe. That like Iran his country is full of tremendous untapped potential. But to realize that promise North Korea must denuclearize. Around the world our message is clear. America’s goal is lasting. America’s goal is harmony. And America’s goal is not to go with these endless wars. Wars that never end. With that gold in mind my administration is also pursuing the hope of a brighter future in Afghanistan...

다음은 사회주의의 경계에 관한 부분이다. 

One of the most serious challenges our countries face is the specter of socialism. It’s the wrecker of nations and destroyer of societies. Events in Venezuela remind us all that socialism and communism are not about justice. They are not about equality. They are not about lifting up the poor. And they are certainly not about good of the nation. Socialism and communism are about one thing only power for the ruling class. Today I repeat a message for the world that I have delivered at home. America will never be a socialist country. In the last century socialism and communism killed 100 million people. Sadly as we see in Venezuela the death toll continues in this country. These totalitarian ideologies combined with modern technology have the power to excise new and disturbing forms of suppression and domination. For this reason the United States is taking steps to better screen foreign technology and investments and to protect our data and our security. We urge every nation president to do the same. Freedom and democracy must be constantly guarded and protected both abroad and from within. We must always be skeptical of those who want conformity and control. Even in free nations we see alarming signs and new challenges to liberty
